This is exactly what political or religious asylum was meant for…not just people wanting a leg up to a higher paying job on this side of the border! He was imprisoned, he was tortured and threatened with death…he risked it all to get OUT to the nearest border to escape! And HOPED someone would help him!

Not sure they've ever been "free" exactly, but modern would would certainly be a return to the path they were on in the 50s
