Frankly, it doesn't matter how big your defense budget is if you can't articulate a capability required strategy so you can determine WHAT you need to buy. And we haven't done that for quite some time. Lots of retired flags on Prime Defense Contractor boards, lots of big, long term acquisition programs that frequently over promise and under deliver. Lot of jobs and campaign donations in various congressional and senatorial districts. Capability delivered has all too often been accidental, not by conscious design. So, without change, we will continue to squander any budget, no matter how large, in the same old way. OBTW, I'd be careful about the nukes. At some point, they may be the only genuine deterrent you have.
