As a JO I was a readiness officer. I get it. It can get real complicated, and the difference between C3 and C2 is a fine line, maybe one event … yet the impact can be huge all the way up the chain - I get it.
However, we don’t have to mathify everything.
Simple is good. Complicated is better suited for specialists.

WARFIGHTING READINESS ASSESSMENT: RESFOR Warfighting Readiness is based on a relatively simple equation:
Wr = Mr + Pr + Tr
Warfighting Readiness (Wr) = Mobilization Readiness (Mr) + Personnel Readiness (Pr) + Training Readiness (Tr)
Individually, Mission Readiness = Pr +Tr.
Navy Reserve Activity (NRA) Commanding Officers (CO) are responsible for the Mr of assigned Sailors.
Mr consolidates mobilization and personnel data from legacy systems including the Navy Standard Integrated Personnel System (NSIPS) and the Medical Readiness Reporting System (MRRS) to assess individual Sailors and units on availability, deployability, and medical readiness.
Reserve Program Directors (RPD) are responsible for the Pr of assigned Sailors.
Pr consolidates personnel and training data from legacy systems including NSIPS, NRRM, Total Force Manpower Management System (TFMMS), Fleet Training, Management and Planning System (FLTMPS), and the Defense Information System for Security (DISS) to assess individual Sailors and units on Billet Fit, Billet Fill, Security Clearance and Unit-Level Training requirements.
UMUIC COs are responsible for the Tr of assigned Sailors.
Tr consolidates training and readiness data from RESFOR’s T-Ready system to assess individual Sailor and unit completion of Personnel Qualification Standards (PQS), Job Qualification Requirements (JQR), On-the-Job Training (OJT), and certifications, licenses and qualifications requirements; the formal version of this collective understanding and plan is termed an Individual Training Plan (ITP).
UMUIC COs shall ensure all SELRES have an ITP that spans their entire tour within their current unit within three months of unit on-boarding.
Each individual Reserve Sailor shall have a clearly identified roadmap to full Wr that addresses billet requirements and unit expectations in order to fulfill their assigned mobilization billet and support unit-level training requirements. Developed ITPs are billet/unit-based. ITPs can be developed for vacant billet and assigned to a Sailor when they check-in during UMUIC on-boarding. ITPs shall include required officer and enlisted leadership development courses, and define an executable roadmap, schedule and resources to achieve full warfighting readiness.
T-Ready is now the tool for inputting the accomplishment of training requirements for our Navy Reserve Readiness Units (NRRU). In August, T-Ready was improved to associate a specific AUIC to its respective UMUICs. In October, T-Ready will be further improved to permit the incorporation of additional line items for specific categories of training (e.g., instead of one qualification, multiple qualifications may be tracked).
Related non-assessable readiness items stored in T-Ready are the NRA On-Boarding, and UMUIC On-Boarding. The RESFOR Team is working a way-forward to better define these two categories within T-READY. AS of now, NRA COs are responsible for the NRA On-Boarding of assigned Sailors.
Exempt from T-Ready: Reserve operational forces are generally exempt from T-Ready reporting because their readiness reporting requirement is in the
Defense Readiness Reporting System – Strategic (DRRS-S), DRRS – Marine Corps (DRRS-MC) or Navy Readiness and Reporting Enterprise (NRRE) systems. Those units exempt are delineated by AUIC/UMUIC in Annex A of N7 SOP 05.
Reserve operational forces shall continue to report unit readiness in DRRS-S, DRRS-MC or NRRE in accordance with established guidelines and periodicity. T-Ready exemption only applies to the four assessed readiness items (PQS, JQR, OJT, Certs/Quals) and ITP Completion. NRAs of exempt units shall still report NRA on-boarding via T-Ready.
Voluntary Training Units (VTU) and Readiness Support Units (RSU) do not have mobilization billets or unit-level training requirements, and thus are exempt from T-Ready in a similar fashion as the operational forces with the exception of NRA on-boarding. NRA COs are responsible for the NRA On-Boarding of assigned Sailors in the VTU and RSU.
Short Term Goal: RESFOR will consolidate unit-level Wr data and display it with the Navy’s Advana/Jupiter program. Jupiter currently displays Tr pillar data only. RESFOR will expand Jupiter Wr display capability to include Mr and Pr data in the near future."

LoL ... every one of these "tools" was the brain child of an Admiral or SES who wanted some "dashboard" ... The problem isn't even the tools. It's the fact the data is collected and submitted by humans.
