FWIW, I take their point, but, until the five branches produce a single, integrated budget designed to serve the needs of the COCOM Commanders, the discussion / tension imports parochially, not nationally. Who let AF and Navy go their separate ways on drones? That person is a real culprit, more so than any service chiefs.
