I feel that your question, “ Did they do all they could in the years of peace to ensure that if war comes, their people have the leadership and tools needed to win?” is one of the top three or four most pertinent question any democratic or republican government must constantly ask itself and hold itself up to. Notice the lower case d and r. The U.S. government has failed in this responsibility. War is a horrible thing, but worse than that is failing to prevent a war - which being weak will guarantee.
